FXUS66 KMTR 122116   AFDMTR       <a+FORECAST+DISCUSSION">Area Forecast Discussion   <a+WEATHER+SERVICE">National Weather Service San Francisco Bay Area   116 PM PST Tue Feb 12 2019       .SYNOPSIS...Rain will develop in the North Bay by this evening    and then will spread over the entire Bay Area and Central Coast    overnight. Periods of heavy rain and strong winds will continue    Wednesday leading to flooding concerns across the region. Another    surge of moisture is expected to arrive late Wednesday night into   early Thursday morning before precipitation changes back to   showers and tapers off. Cool and showery weather continues into    the weekend.       &&       .DISCUSSION...as of 1:15 PM PST Tuesday...Satellite imagery    continues to show clouds streaming into northern California ahead   of the upcoming storm system. KMUX radar is detecting weak echoes   over the North Bay as well as offshore, although these are   probably still mostly aloft. Latest models continue to indicate    rain beginning in the North Bay this evening with heavier rains    setting up there by midnight. Heavy rains will then spread south    through the rest of the Bay Area and Monterey Bay Area Wednesday    morning. Rain will change to showers during the afternoon, but    another impulse will ramp up steady rains Wednesday night through    early Thursday. Rainfall totals through Thursday are still    forecast to be very impressive with coastal ranges receiving up to   5-7 inches with local higher amounts (8 inches plus) possible,   most notably in the coastal range in Sonoma County. North Bay    valleys could get 3-4 inches and the rest of the inland valleys    1-2 inches. All this rain falling on top of saturated soils will    result in hydro issues with some main-stem rivers possibly nearing   or reaching flood stage by Friday. <a+FLOOD">Flash Flood Watches remain in    effect starting at 10 pm tonight and running through Thursday    morning and a hydrologic statement was issued to address mainstream   flood potential.       Winds are also forecast to be strong with this system and wind   advisories and high wind warnings are already posted for our area   from 10 PM tonight through 10 AM Thursday. Downed trees and   powerlines will be a likely scenario through Thursday morning.        The rest of the forecast period will be drier, but weak shortwave   troughs could bring cool and occasionally showery weather into    next week.              .MARINE...as of 09:43 AM PST Tuesday...A potent storm building off   the West Coast will bring increasing southerly winds today.   Widespread gale force winds and gusts are  expected by tonight   lasting through at least Wednesday night with occasional storm   force gusts to 55 kt. Strong winds will generate steep <a+WAVES">wind waves   creating hazardous conditions over open waters  and along the   coast. A series of northwest swells will continue to impact the   waters through the forecast period. Additionally, a  short period   moderate amplitude southerly swell will arrive mid to late week.
